Starmer doesn’t need to answer ‘where will you find the land to build 1,500,000 new homes in five years’?.

It's already there, just ask your local planning Council!.

Keir Starmer has announced that if Labour win the next General Election they will work towards building 1.5 million new homes over five years to ensure families can be housed correctly.

Yet immediately the Tories have got down and dirty demanding to know exactly where Labour will build its new homes.

A very valid question for many: people will be naturally worried that their back gardens will be turned into building sites or new build schemes will block their view of the countryside.

It's not a worry as the sites in the main are already determined.

Councils with planning as a responsibility have to produce and manage a ‘Local Plan’. Local Plans nationally harvest and try to deliver sites which pass the tests to gain planning permission and see most to maturity. With that in mind Councils hold building permissions for thousands of houses owned by or with land occupancy deals with Britain's landowners where permission is granted and the sites are not yet being developed.

Nationally, those permissions for domestic dwellings number almost 1.5M.

Keir Starmer's aim must therefore be to encourage startups by developers and get utility companies to up their game and deliver enough services to make these house building schemes with permission happen. With developers already holding enough land to develop another 1M homes and the nation being levelled down through Government mismanagement of the nation's economy leaving 60,000 shops to be converted into domestic dwellings under new legislation.

Across Northumberland there’s a different problem that Keir Starmer’s team must tackle and that's to resolve the mess that the rift between the various Tory factions have made of the Local Plan and the Council officers undying restraint to protect its aspic coating.

The Local Plan has been subject to comment recently from leading Morpeth Mobster Cllr. Richard Dodd who has openly challenged the lack of planning permissions in the Countryside villages across the County to stabilise the ever increasing loss of services for villagers the current local plan is supposedly designed to support.

The Council under Labour had produced a Core Strategy which would have allayed the fears of Councillor Dodd and it was pulled from inspection by Government planning officials by the now disgraced Cllr.PeterJackson who didn’t want the support of a core strategy impeding his desire to stop a Conservative Government Garden Village being developed near Ponteland.

CouncillorJacksons disapproval of an equitable plan to help all parts of the County linking all policies of the Council harmoniously together has led to the adoption of a ‘Local Plan’ which has set one of the nation's largest green belts around the Conservative held Town of Morpeth and little else.

The Local Plan doesn’t recognise other adopted policies of the Council leading to Councillor Dodd having to support ‘more homes in the countryside’ against his Party’s wishes but luckily he is supported by both Labour and Independent Councillors who can see the damage a personalised Local Plan to suit one area, Morpeth has done. It led to a difference between a Council and its members which can be manipulated and damage great swathes of a massive rural authority.

7.17 While planning to meet future needs, the distribution of new allocations in this Local Plan is also informed by the scale of commitments in each area. Account is also taken of environmental constraints and designations (including the Green Belt) that may restrict the ability of some areas to fully meet their needs and thus necessitate a slightly higher provision in neighbouring areas 41.

This necessity in the eyes who want to see villages die, is fully utilised by planners and Tory Councillors alike and for developers it's a good job national planning officers tend to support equity and equality in building homes as Nothumberland’s taxpayers have paid small fortunes in compensatory costs to building companies when appeals are won by those developers but it appears many Tory Councillors still want to keep tumbling down brown furniture filled piles rather than support vibrant villages where families can prosper together through having long term links to an area over a number of generations.

When Northumberland County Council adopted its latest local plan, it tried to slash the number of permissions down to 17,500 to be delivered under the lifetime of the plan, that said they had just under 20,000 permissions in train at that time and with permissions piling in post Brexit and covid their plan is stressed with as many as 26,000 permissions in waiting and that picture is repeated across most authorities nationally.

The picture bluntly steers towards Kier Starmers plans for the future when we look at a nation still clinging onto a place within the G Table of wealthy countries and how we in Britain treat our homeless. The Department for Levelling Up, Housing and Communities has published new figures showing that the amount spent on temporary accommodation by local authority homelessness services rose by 9% this year to £1.74bn, up from £1.59bn the previous year, and with spending on B&B accommodation up by a third as councils faced shortages of available accommodation. Polly Neate, chief executive of Shelter, criticised the Conservative Government's approach to homelessness as "outrageous" and "illogical", saying: "We simply can’t keep throwing money at grim B&Bs and hostels instead of focusing on helping families into a home."

It's also been reported this week that Senior figures from 19 organisations have written to Chancellor Jeremy Hunt as the ‘Cover the Cost coalition’, urging him to end the three-year freeze on Local Housing Allowance (LHA) rates paid to benefit claimants who rent in the private sector - with bodies including major homelessness charities warning that the freeze "is not only resulting in renters of all ages (including thousands in work) losing their homes as their rents rise, it is then leaving them unable to find another, even with the council's help, because there are no available homes that are genuinely affordable". The LHA freeze, they say, has contributed to "a dramatic increase in homelessness and rough sleeping, with the highest number of households homeless in temporary accommodation ever recorded". Starmers Plans will certainly ease matters in this area if he is able to get a running start with delivery of new homes which will reduce competition for homes sitting with private landlords and create greater choice and competition for tenants in the rental sector.

But where Keir Starmer needs to do some work is in the field of training apprentices in the construction and building trades. Developers' thoughts on bringing in foreign workers to assist the growth in new home builds and for the re-emergence of the gang masters has been nipped in the bud by Sir Keir. He said that "flexibility" around the use of migrant workers will be needed as the party plans to build 1.5m new homes over the next parliament. However, Sir Keir said, "I don't want many businesses to say to me, 'I'm more or less forced to recruit from abroad because we haven't got the skills we need in the UK'. I think that's wrong. We should have the skills in the UK. And that's why we've put out a plan to make sure that works and addresses this problem."

His plan includes training thousands of new apprentices and he is holding developers responsible to ensure the recruitment and retention of British based Joiners, Plumbers, Electricians, Plasterer etc., are produced at a rate not seen since the housing grant booms of the late 60’s and 70’s and as those craft people were part of the baby boom generation that's now rapidly sweeping towards its total demise, Sir Keir and his team needs to ensure colleges and training centres are approached by developers to help from this autumn, as waiting until after the next election is far too late!
