£Billion Council with only 10 Minutes to debate reports

This disaster of a Council sets a budget each year of over £1Bn the financial report is usually set in two huge documents containing hundreds of pages and thousands of facts yet Councillors will only be allowed 10mins to debate any acceptance or rejection of the budget? What has become of democracy and Councillor ability in Northumberland when panic decisions and dodgy threatening legal advice runs the debate for people?
