Unlawfulness, Bullying and Fear of being found out! Independent Audit Committee? Not on your nelly

 Statutory Guidance from Government, what's that? Oh! It's only guidance! Say Conservatives.

The Local Audit and Accountability Act 2014 covers the reason Local Authorities need to have an Audit Committee in place that acts ‘independently from the Leadership and Cabinet of the council’ to ensure Best Value is delivered and inspected by the Secretary of State for Communities and Local Government a position Northumberland have failed to reach since 2017. They, the Council, must also guarantee that the Government’s Cabinet Office is informed of any wrongdoing and the Chartered Institute of Public Finance and Accountancy (CIPFA) investigates via its  ‘Counter Fraud Centre'.

Local Audit and Responsibility in Local Government 2023 brings in another body, the Local Government Association who manage contracts with established external audit organisations to deliver in partnership with public bodies the process locally on the ground. The external auditor guides the work program of the Councils Audit Committee to ensure they act independently from Council Leader’s and their Cabinets and may demand the Leader’s presence to explain reports of ‘Public Interest’ to the Audit Committee.

The leader and cabinet must, since 2023: confirm the delivery of the Local Government Accountability Framework, which describes the Government’s conception of local government ‘accountability’ as consisting both of local democratic structures and procedures, and requirements to account to central government departments for public spending. It states that assurance for local spending is strengthened by democratic accountability of local elected officials; the Best Value duty on local authorities; local authority overview and scrutiny; and freedom of information

Government insists that Councils have in place systems to ensure:

• clarity about who is responsible for resources:
• a set of statutory codes and rules which require councils to act prudently in their spending;
• a framework of internal and external checks and balances including audit and whistleblowing;
• transparency and publication of data; and
• requirements to have strategies and action plans on fraud.3

To deliver that a 'position statement' by the Chartered Institute of Public Finance and Accountancy (CIPFA), endorsed by the Department for Levelling Up, Housing & Communities, the Home Office and other public sector bodies, recommends that audit committees in local government (and police bodies) should include that at least two independent ‘from council’ people should sit on an audit committee and that independent Audit committees become-.32 a key component of governance. Their purpose is to provide an independent and high-level focus on the adequacy of governance, risk and control arrangements. They play an important role in supporting leadership teams, elected representatives, and police and crime commissioners.

The ‘flying by the seat of their pants’  Northumberland County Council have demonstrated and established over a number of years since 2017 that they do not want anything that’s in the least independent of their full view from the bridge and that Cabinet relies on interference at all levels as described in detail by the Government investigator Max Caller. The video of their latest audit committee illustrates that as they promote the harrowing tactics of attacking anything that may lead towards criticism in any way, shape or form. Yet some brave Councillors put their heads above the parapet and said it like it is.

The video also demonstrates how paranoid the Leader of Council is as he and his deputy attempt to hijack the committee when its work program is being set.

They went as berserk as people can on camera when in public office when a reference to the ‘Annual Governance Statement’ issued in November 2023 was mentioned by the independent Councillor Anne Dale and then followed on by Labour’s Councillor Lynne Grimshaw who pointed out that the Police had ended its six year investigation into Arch and found no criminality, that fact had been left out of the minutes of the meeting then Councillor Grimshaw stated that apologies need to be issued to those Councillors and Staff who had been under investigation for six years. The leader and deputy ‘blew their tops’.

But that annual governance statement also stated that in the Arch scenario reports that had been presented to the audit committee accusing Councillors and staff of criminality, that ‘NO AUDITOR HAD BEEN INVOLVED WITH THE PRODUCTION OF THOSE REPORTS’. And this was also missing from the minutes of the November meeting. We codgers wonder why?

Exposure of Northumberland’s secret council cabinet was displayed by the temper tantrums of the terrible two, The Leader and Deputy, Councillors Sanderson and Wearmouth but blame must also lie with the chair of the committee on that day, Councillor Towns, who is a lawyer and as chair of audit should have had a prime understanding of the independence of that Committee and that the ‘Leader and Deputy of a Leader and Cabinet Model Council’ should only be asked to attend Audit Committee when the Committee agreed to their attendance for clarity of Cabinet reports and not as they do to ensure that debate is stifled and independence is closed off.

I hope we can expect the Council’s new chief executive to nip this type of activity in the bud and tell the public she has called a halt to it. As mistrust in this Council and its Administration grows with every appearance and news item issued in their name!

Conservative Chancellor abandons Blyth and moves 6000 job Giga Plant cash to Coventry

British Volt, the program filled with political promises to create 8000 jobs across South East Northumberland has been spiked now that the Conservatives don’t expect to return any MP’s to Parliament from the County.

The announcement that the Conservative Government’s Chancellor Jeremy Hunt, the man who is taxing the backsides of OAP's, has been in talks with EVE- Energy the largest Chinese manufacturer of Lithium Batteries and possibly the largest in the world.

Chinese company EVE Energy, known for making electric vehicle batteries, is reportedly in advanced negotiations to invest billions of pounds in building Britain's largest gigafactory near Coventry. Initially, the company plans to invest £1.2bn in a 20GWh site, with plans for expansion to 60GWh. The West Midlands Gigafactory would create around 6,000 jobs and thousands more in the supply chain, boosting the automotive sector in the West Midlands. It is planned to be the anchor tenant of a larger project called the UK Centre of Electrification, a joint venture between local councils and the owners of Coventry airport. 

Along with the Conservatives investment in 2 Giga Plants in Tyne and Wear in partnership with Chinese Company AESC one already producing 2 gigawatt and the second factory to deliver 38 gigawatt and the deal recently struck between TATA and the Government to produce 40 gigawatt the total uk production should reach 140 gigawatt by 2030 above the line agreed with the Faraday foundation for UK needs.

The UK therefore needs to step up its Electrical Energy production by 100 Terawatt by 2030 to service the road vehicle needs of the nation and treble that if as a nation we begin to suddenly embrace and agree we can live with the rise in noise level of domestic air source heat pumps.

The national grid's current demand stands at 334.2 TWh. TWh stands for "terawatt-hour," which is a unit of energy that’s equal to putting out one trillion watts for one hour. 

Moving back to Blyth, the rush for extra energy across the North-East region may have to be centered on Blyth which is ideally placed to handle much of the incoming power supply from offshore wind farms sited in Northern England and Southern Scotland, bolstered by its North Sea link with Norway. 

JDR Industries Massive Cable manufacturing plant in the Port of Blyth may also be the base for increasing the production of the National Grid which needs modernisation and growth on a huge scale to absorb and sell on the energy that's needed to supply the UK population and power any growth ambitions of future Governments.

This 170 job cable manufacturing plant, although necessary for the future of the nations energy needs does nothing to fill the gap in jobs required across South-East Northumberland whose residents have lived on promises from the Conservatives of 8000 extra jobs, have had to live in SEN’s low wages economy, thousands of children in need and families driven towards financial despair for the last 13 years now know there's no future for them unless the next announcement for the Giga-site in Cambois is to bring another failed promise from the Conservatives of a devolved Ministry to be re-sited to the North East and place it in the River Blyth Estuary on the failed Giga Plant land mass.

Smashed Tory Council spending £2.46m to buy votes in Morpeth.

 

Northumberland Conservatives have agreed through their ‘secret council cabinet’ just days after releasing the results of a Peer Revue into the Council’s nefarious activities which said the Council was showing ‘green shoots’ of closer working between partners to gift £2.46m towards the construction of a sport facility at Morpeth’s Academy High School.

This brand new sports facility will sit a few hundred yards from a one year old £21m Sports Centre opened by the same Council in Morpeth and according to the Academy Trusts web site appears that it will be in open competition for clients

This gift is from Council with huge worries about expenditure and is slashing services and projects County-wide with Blyth residents having cash removed to develop a footbridge over the Northumberland rail line to ensure a much used public footpath linking Blyth’s two largest communities is closed for good announced as recently as last week.

It must also be galling for a Council School in Blyth, Newsham Primary school, who have had to rely on the builders Taylor Wimpey coming to their aid to help them develop better play facilities for young children at the school that an academy school not in the Council's remit is to receive so much cash towards their project.

In Prudhoe the Town missed out on the Conservatives £65m spend on leisure facilities and when the local Tory councillor was lambasted on social media they came up with a plan to ‘refresh’ its Leisure Centre, spending £1.5m on the building. That's approximately 7.5% of the funding the Public Cash Philanthropists from Morpeth have spent on the famous ‘lick of paint’ to redecorate half of County Hall on the outskirts of Morpeth.

Also in the same week as their revelation to buy votes in Morpeth and gift a private academy cluster £2.46m to the detriment of everyone else, the Council has been accused of not coughing up the cash to ensure the modernisation of the Maltings Theatre jointly funded through the Scottish Councils involved with the Borderlands funding regime and it’s said that the project has been left high and dry as a promised £8m isn’t available from Northumberland’s Morpeth based conservative tribally run Council. 

We would like to know what green shoots the Peer Review noted, as it wasn’t the ones that deal with equity, equality, fairness and understanding. It must have meant the ‘green shoots' for Morpeth and nowhere else.

The ‘Whole’ Story No 3

On Wednesday 20 March 2024 the crumbling Conservatives had an opportunity to own up to the shabby way they have treated and are hellbent on continuing to treat the residents of its largest Town,Blyth.

Under the cover of the reputationally damaged Michael Gove stardust program, ‘levelling up’ they have decided to continue with the practise of creating another ‘Whole’ as they've become to be labelled in a Town in South East Northumberland as part of their equalisation program of ruination in order to stamp their own culture plans onto long term Labour voting areas.

The telling off from Blyth’s Labour Councillors about the mess Blyth Town Centre’s in and the delays in building the Cowpen Road bypass and relief road fell on the usual deaf ears and the Tory’s delivered their standard stretched business promises that will take many segments of the Town plans dashing towards the twelfth of never as the now famous cash dispensers to the rich are almost devoid of wealth having burnt the Councils reserves on the altar of Mammon leaving the Tories third practise in retail hole building well on track to become a feature in the Town of Blyth.

The feature follows on from a very twisted consultation that took place without the public knowing until it was too late that Conservative Councillors from the ‘secret cabinet’ had agreed to buy the Keel Row shopping centre from Northumberland Estates for an undisclosed sum in order to pull it down and leave Blyth almost ‘retailess’ and residents fuming at the methodology of deceit used to con them into agreement with their earlier plans.

The Conservatives didn’t bother to apologise, but they did expose to the public that they are melting away in front of the public's eyes, with Cllr Daniel Carr seeing the light and telling the world that he’s courting the Labour Party, buying their beer at the local Wetherspoons on a regular basis.

Other Conservatives have already come out in favour of Reform. Research shows that one in three elected Conservative Councillors favour Reforms policies to the current Government on many issues in particular the ideas regarding refugees and asylum seekers.

Reform who sit just behind the Conservatives in third place according to the most recent polling data are releasing information through social media. Locally it's rumoured that their membership is growing rapidly in Seghill, Ponteland and Morpeth with cluster groups in a number of other Conservative voting areas.

We therefore have to ask if the Conservative Party will be fielding candidates at the next Local Government elections in May 2025 or will Labour be pitching against a Reformed UKIP?

The ultra right secret Tory’s of Northumberland may use the time left to destroy anything that may assist the next Labour administration with Michael Gove’s failed housing policies and his improvement plans leading to the weakening of housing targets is freeing up councils to axe planning permission from developments. 

The Financial Times has reported that Gove’s decision to remove mandatory house building targets and cut the land councils need to allocate for housing is already resulting in local authorities overturning planning approvals for new developments.Right across Northumberland the anti-build strategic planning committee are gnawing at the bit to clear out the developers from everywhere but South East Northumberland.

What sort of future will Northumberland be left with when the secret society is voted out of office?
