Councillors external auditor told its committee that reports written to decry ARCH were NOT WRITTEN BY AUDITORS!

THEN WHY DID THE COMMITTEE CHAIRPERSON ACCEPT 

98 PAGES OF A FALSE REPORT ONTO THE AGENDA?

The investigations into the highly successful Northumberland County Council arms length development and trading arm by Northumberland Conservatives in order to achieve the aims of their ranting leader the found out and disgraced Councillor Peter Jackson.

Councillor Jackson, who claimed that Arch had no value outside of Ashington and Blyth, that the busiest shopping centre in the North East, Manor Walks in Cramlington which has brought in regular and ongoing profits to NCC even during the pandemic was a failure and that bolstering the arts and leisure services across the whole county of Northumberland using its profits was wrong shows how far out of touch the Tories who backed his aims were and why false documents needed to be produced and legitimised through the audit committee of the Council.

The real truth was that his business colleagues and chummy mates didn’t like public cash they expected to be steered their way kept within the public arena to be used to make life better for residents of the County.

Those same supporters of the free market economy and the button pressers of the ‘Morpeth Movement’ knew that there was no criminality to be found in Arch long before the police were called in to investigate as both North Tyneside’s internal auditors and the Governments chosen Auditors for Northumberland had cleared all activities and accounts for nine years prior to the ‘Movement's thugs trying to sour the name and change this wonderful success story into a demonic horror tale and spend £millions forming it and the Council into seven private companies that spend oodles of public cash and have public assets now sat in private ownership.

This web of deceit and lies will take the next Labour Council years to unravel and by then the grass may have grown over the paper trail that's meant to exist. 

As Wainwright said “ there’s no such thing as bad weather, just unsuitable clothing” and the unsuitable clothing of the king's new clothes worn by the current Leader of council Glen Sanderson saying almost every day in the press when caught out red handed it's simply “lessons learned”.

At that time Councillor Jacksons prime supporter, his Chief Executive Mrs Daljit Lally came out to also support his view. We bet she wishes she hadn’t, when the fickle finger of fate or is that the finger of the Morpeth Movement began to point towards her, and wouldn’t accept the view of the Auditor EY. They are quoted within the 2018 report to  the Audit Committee when the falsehoods were legitimised ‘In our view, there are management and cultural challenges facing the council that need to be urgently addressed’. Just before they handed in their notice to quit the Council in early 2019.

A sweaty handed  Deputy Leader at the time who ditched his place on the replacement for Arch, Advance Northumberland and his seat at the Movements top table when the bullying came out into the public arena, Cramlington’s own Wayne Daley has been ostracised by Morpeth’s wild rodeo show management team and has had to form a splinter group that has gradually dragged the Conservatives into the oblivion they are currently facing.

 The Council's new auditor Mazarrs aren't going to be drawn into the same mire as EY and have followed Government instructions on Best Value and told the public that the three years they were asked to inspect failed the tests. It has allowed the Council's opposition to only take one sharp intake of breath when they should have had three runs at this serious failure to comply with the need to deliver Best Value on the public’s behalf by Northumberland Conservatives.

But to round off this tale of woe which has reopened wounds the Current Leader of Council, Glen Sanderon may have thought had healed, why did the Chairperson of Audit accept a 98 page document of false claims noted at this months audit committee by Mazarrs as Not Being Written by Auditors onto the agenda. Our Codgers look around known Tory vocal social media sites historical content which seems to indicate she was bullied into it. To illustrate those who may have to hold an element of responsibility for the bullying of the Chairperson we have reproduced the front page of an integral element of that report!

The results of the 98 page web of deceit report found the only overspend that may have been made in nine years of trading profitably for the Council Taxpayers of Northumberland came to the value of £51.

Nothing like the current Tories spends on Castle Morpeth areas townships which run into £millions and the false promises they have spun out via the Morpeth Movement which have not been delivered on jobs and service improvements in South East Northumberland and Prudhoe such as missing stations on the new rail line, no cash left to build bypasses for Blyth’s huge traffic and pollution problems, not delivering 8000 jobs base around the Cambois area, complete lack of investment in Labour’s market town expansion plan for Prudhoe, Bedlington Town centre left like a bombsite since 2017 and Ashington’s famous ‘’Hole’ that has even made google maps as simple prime examples of their disdain for anyone geographically displaced outside their heartlands.

Northumberland County Council’s budget proposals include an ambitious £223 million capital programme for 2023/24 including £92 million to improve and regenerate towns and communities across the county, over £19 million for housing, £31 million for schools and £35 million for road and path repairs and flood prevention schemes.

How to lose the good will of your workforce? Northumberland Conservatives will teach you (for a fee).

 Driving your workforce into poverty sounds like real Charles Dickens stuff but it's been proposed by Northumberland Conservatives to do just that.

Northumberland Conservatives are working on the premise they may now have most of their 5000 workers on a string through the fear of losing their jobs. Jobs are hard to come by in an area where those same employers, Northumberland Conservatives in the form of the County Council have failed in their growth promises of creating 8000 jobs in the river Blyth basin area. That fear of your job disappearing is ground into public sector workers living and grafting in an area that's 96% rural, as there's no safety net available for alternative work streams across Northumberland.

The shocking dark side Tories sitting on the Council have recently been told they must stop borrowing so much to finance their pet projects and their external auditor has informed them they mustn’t use their reserves of cash as they are now dwindling so rapidly in the event of a downturn they may not be able to cover their debts.

So the dark-siders have come up with a plot to increase spending in the run up to the 2025 local government elections across the county by slashing opportunity from their very loyal workforce, they are offering to remove the custom and practice payment process, that of paying two weeks in arrears and two weeks in advance to scoop in theoretical savings and blowing the credit they create on Tory pet projects next year to try to hang onto power.

The vast majority of their workforce have been given the magnanimous offer of the removal of two weeks pay by the Council moving their pay date to the end of the month from the fifteenth of the month. A pay date enjoyed by County Council staff side workers since organised councils evolved and national agreements were formed during the late 1920’s.

This action from this Conservative council that's upsetting and disappointing its workforce will create a two week void and a six week wait for their next pay generating a gap that most workers will have to fill with overdrafts or borrowing. Many Councils pay two weeks in arrears and two weeks in advance to ease their pay dates which is particularly essential if payroll sharing has taken place between or with other local authorities to help manage Tory Government austerity cuts.

They have announced this disgraceful cash smash and grab raid from those who serve the public well right across Northumberland to the Trade Unions on the back of announcing privatising its leisure services out to a contractor in the name of BEST VALUE, something Northumberland County Council have not achieved since Labour were last in office at County Hall in 2017 so that question is how do they know outsourcing is going to produce best value? or was the winning leisure bid simply the cheapest?.

A July 2022 survey of more than 8,000 UK adults carried out by the housing charity Shelter and YouGov has revealed that close to 40% of UK households are just one paycheque from potential homelessness.

The survey found that 37% of respondents would be unable to cover
their housing costs for more than a month with almost a quarter of those
surveyed saying that they would be unable to pay them at all if they lost
their job.

This Council sits in the full knowledge that according to the Joseph Rowntree Foundation who found in July last year, a third of UK workers (36%) are living month-to-month without any spare cash for emergencies or shocks, with a quarter (26%) struggling financially, according to WTW's Financial Wellbeing study of over 4,000 UK employees, Northumberland Conservatives sitting royally on the County Council seem to have lost all interest in the plight of their workforce.

More recently, the Government's own poverty reports have revealed their findings that 22% of UK residents in employment now live in fear of turning their central heating on this winter, 67% of those in public sector employment struggle to cover unplanned additional costs and fear using overdraft facilities offered by banks and building societies as the use of that facility drags them into the mire for many months; when it comes to xmas 13% are having to limit the time they light up their trees and homes and 41% of respondents said they no longer have security lighting turned on at their homes which will not aid the crime rate during this, what appears to be a never ending period of economic instability for the lower paid.

Workers will see the stop to the two weeks advance payment in April 2024. Leaving workers on the rocks for six weeks until their new pay dates click in.

The Conservatives in office are trying to find an extra £14.4M from their workforce’s pockets to replace the £15M that they were told they couldn’t borrow by their own treasury management team last summer.

The problems this will cause for members of the workforce is immense as the majority of workers fall into the lower than average pay bracket and this week's announcement that tax allowances for trades people are going up to £39K will certainly not apply to the County Councils most loyal employees.

Imagine retiring from work just after you have been forced into accepting an effective pay gap. Is it something that would reduce your income for the rest of your life? We codgers would like to see the pension actuarial advice on the management of this pay shock as taking the best year of your last three would leave workers forced to select frozen pay years effectively heaping pension cuts onto former loyal workers and staff.

The damage Northumberland Conservatives will leave behind will be huge, and we are surprised that after bringing in their top management team from the West Midlands those officers haven’t advised against this disgraceful plan of action as Birmingham's bankruptcy was caused by the loss of a number of cases of equal value via its single status schemes. Equal value is the comparison of work between employees within the same work environment. In Northumberland comparators still exist and are not part of these current pay negotiations. For example firefighters are paid four weeks in advance yet were sure that in a County where 74.3% of its land mass is not covered by smokeless zones upsetting a fire brigade is probably something even Northumberland Conservatives may want to avoid.

The Council has tried to ease the burden of this pay gap by offering loans to cover the period of payless-ness. So as the codgers group we ask: why don't the council loan every worker two weeks pay on 5th of the month in question interest free and then move the pay date towards the end of the month. Clawing back the loan cash on retirement or redundancy? It will still cause pain for many employees but could go some way to easing the damaging effects on the families of employees by effectively splitting the difference in month one. Or will that not reveal enough free cash to ensure Conservative Councillors get a good run on spend as we move towards local government elections?

NO CRIMINALITY IN ARCH Calls for Councillor Resignations and Public Apologies as auditors expose the truth.

Northumberland County Council audit committee held on 29:11:2023 brought out all sorts of revelations, including the truth about Northumberland Conservatives massive spend of public cash on changing the Councils arms length company into seven separate companies was totally and completely unnecessary.

The meeting centred on an investigation into three years of accounts which due to the issue of a section 114 notice, the shocking mismanagement found from the Caller report and the sacking of the improvement board by Councillors who wanted no change, left the accounts sitting unaudited for Best Value, with them failing the tests yet again. Making it seven years since the Council last achieved Best Value on behalf of the public they are meant to serve.

But the biggy for many families was the official news that the Council has been advised to slash its borrowing requirement and should not rely on the use of its reserves (as they are required to cover off its massive debt). This news if followed by the spend, spend, spend Conservative Councillors in charge at County Hall in Morpeth will lead to a rapid rundown of services that taxpayers pay heavily for.

But a much smaller group may have come out of this meeting feeling a little happier as it was revealed officially during the meeting that the long running and regularly referred to by Northumberland Conservatives investigation into ARCH by the Police, private investigators and the internationally recognised auditor EY had found that there had been NO CRIMINALITY IN ARCH.

The investigations costing hundreds of thousands of pounds of public funds began in August 2017 just after the Conservatives took power in Northumberland when the Conservative Group running wild suspended company directors and publicly attacked Councillors who had driven ARCH forward raining personal attacks and dangerous innuendo against people in the press carrying on in social media which destroyed reputations and damaged trust in certain people in many cases losing the trust and support of their own families.

It was revealed that reports that had been placed into the public domain via the Council's audit committee about Councillors involved with ARCH were completely untrue. At this week's Council Audit Committee the Government chosen auditors for the County Council, Mazarrs, exposed the fact that those very damaging slanderous reports presented to the press and public HAD NOT BEEN WRITTEN BY AUDITORS.

It was also brought to the fore that the Police investigation into ARCH had ended in 2019 and yet the Conservative administration had not officially acknowledged that no criminality had been found in ARCH until this week keeping external pressure on the accused workers and Councillors for the last six years stretching the period pressure was placed on them through the slanderous public reports and continued reference into the investigations. 

During 2019 the Hexham Courant did try to bring the end of the investigations by the police into the public arena but top Councillors refuted the claims using a Parish Magazine as a springboard and the black rain of social media was used by the Conservatives supporters to refute the reference and even damage the reputation of a sub regional long established newspaper.

Calls from members of the public and relatives of those affected have begun to eat into the dark social media and expose the wrongs that six years of pressure has brought onto people through the what has been described as the criminality of Conservative Councillors who had been given official information by Northumbria Police and instead of releasing the truth, demanded that another police force needed to be brought in to investigate those damaged and affected through the previous investigations further which would also be at great cost to the Council.

Those same families are also asking that the full truth is exposed and that:

1. The Council issues a public apology for keeping a falsehood running against people for an additional four years from 2019 to November 2023 after the police closed its books on the investigation finding nothing that people could be charged with, an investigation begun in August 2017.

2. Those who wrote or were involved in writing false reports and presenting them to the Audit Committee in the full knowledge that the contents of the reports were false, resign immediately and the Council supports an investigation into their activities.

3. That the Council looks at its policies and procedures to locate the process used to damage the reputation of its audit committee which should be beyond reproach and ensure alterations are closed off which falsely slanders and libels innocent people. 

IT IS WRONG TO EXTEND THE SENTENCE OF REPUTATIONAL DAMAGE ON THOSE FOUND TO BE INNOCENT BY THE POLICE FOR AN UNLIMITED LENGTH OF TIME WITHOUT AN OFFICIAL NOTICE FROM THE COUNCIL< WHICH IS A PUBIC BODY NOT A POLITICAL PARTIES PERSONAL TOOL.
